The lead consultant is Nelson\Nygaard Consulting Associates, Inc., a national transportation planning firm recognized for developing transportation strategies and policy solutions that sustain communities. In particular, Nelson\Nygaard specializes in developing innovative approaches to planning and improving transit services. The Nelson\Nygaard team has prepared numerous transit service development plans for large multi-modal urban systems, medium-sized cities, and small cities. Nelson\Nygaard has indicated a strong understanding of the role that public transportation plays in the Pittsburgh region.
Nelson\Nygaard’s Project Manager, Geoff Slater, has prepared transit service plans and served as Planning Director for the Massachusetts Bay Transportation Authority (MBTA) in Boston, one of the largest transit systems in the nation. Previous consulting projects that Mr. Slater has managed include:

Prior to working with the MBTA in Boston, Mr. Slater served as the Manager of Transit Service Planning for Boston’s Central Transportation Planning Staff, the Metropolitan Transportation Commission in Oakland, California, and the California Department of Transportation.
The Nelson\Nygaard team possesses extensive experience in transit service planning and operational assessments for fixed route systems, shuttles and transit centers, as well as vehicle and crew scheduling, service delivery, financial analysis, and customer and community relations.
